Legal Basis
U.S. Federal Trade Commission (FTC) Textile Fiber Products Identification Act(16 CFR Part 303).
Four Required Labeling Elements
  1. Fiber Content
    • Listed in descending order by weight percentage (e.g., 80% Cotton, 20% Polyester).
    • Must use generic fiber names (e.g., "Cotton", "Bamboo").
  2. Manufacturer or Importer Information
    • Name or FTC-assigned Registered Identification Number (RN or WPL).
  3. Country of Origin Label
    • Must be clearly stated (e.g., "Made in China").
  4. Care Instructions
    • Must provide care instructions in English (e.g., water temperature, washing method).
    • Labels must be durable and able to withstand repeated washings.

Potential Consequences of Non-Compliance

  • Customs Detention: Goods may be refused entry or held by U.S. Customs.
  • Administrative Penalties: Violations of FTC regulations may result in fines (amount varies by case).
  • Sales Restrictions: Non-compliant products cannot be sold in the U.S. market. Sellers bear the costs of returns, destruction, or remediation.

Additional Advice for Chinese Exporters

  1. Also comply with China's Product Quality Law and customs export regulations to ensure complete product labeling.
  2. Verify all label information before export to avoid legal and trade risks in both China and the U.S. due to missing or incorrect labels.
